All Quiet on Paris Trip

It may be discussions about money being borrowed for Regional Districts, Hospital Boards, the Greater Vancouver water and sewer system, the Board of School Trustees, UNBC, Royal Roads College, Thompson Rivers University, Institute of Technology, the Open learning Act, and other government funded agencies, but you won’t be told what they are doing even if it happens to be that the BC taxpayer (you) is on the hook to repay loans.

Opinion250 has learned that at least one  member of the Municipal Finance Authority is off to Paris.  We have messages in to the Provincial Minister of Community Services, Ida Chong; MFA Chair, Frank Leonard; the Executive Director, Steve Berna; the Executive Assistant  Allison Boyd and several Trustees.  We wanted to  get more information on the trip. How many are going?  What Cities or Regional Districts are they representing?    How long is the trip?  

When asked about the trip, one MFA Trustee,  Dan Ashton, a Director with the Regional District of Okanagan-Similkameen says word of the trip is "news to me."

Prince Goerge Mayor Colin Kinsley  isn't revealing much, we sent him the following e-mail asking for some more information:

We pay but are not entittled to know what for. If he will not talk then he must be doing something he does not want us to know. Perhaps it has something to do with casino money or a campaign contribution? Just a thought without any real proof you know.
I truly believe that Mr Kinsley is going to suck every cent out of this town that he can before he leaves....and he still havs a few years left....Seems that he is about the only person taking trips at our expense....why is he so "SPECIAL"
Maybe the mayor is secretly taking a "travel agents course", so he has something to fall back on when he is no longer our mayor. Could happen.
I'm sorry , but I have just reurned to PG and read the mayors response to your reporter.....As far as I'm concerned that is totally unacceptable. "sorry this information is confidential"True the question was vague but his worship should have been able to hilite the positives of this meeting. Now he pisses us all off again. Now tell me that the Paris we are referring to is in Ontario.....please.

I know emotions sometime run high, please watch your language, so we don't clip the comments. Thank you for your help,It would be nice if we can speak our minds, while at the same time our kids can read the site.

Hey Collin, be sure to at least drink the expensive beer over there in Paris.
I mean why worry about saving money on a small item like beer, while you fly, eat, and have a fancy hotel room all out our expense already.
Go all out and drink the good stuff buddy !!!

It would be great to see what my tax dollars bought for you, especially since I am not allowed to know the purpose of the trip.

Sounds secretive and arrogant on our money there is no accountability?

Could this be pursued under the "Freedom of Information" Act?

Thanks Opinion 250 for keeping us informed.
No person I know, or have spoken to, voted for Colin Kinsley, but obviously he has a lot of admirers?
I expect he feels safe and secure in his position.
I would think, for all intents and purposes, he would be obligated to explain the reasons behind his jaunts to distant cities and countries.
Whose money is he travelling on, and are all his expenses paid by himself, personally?
OR-is he using taxpayers hard earned money for his "good times?"
He is, in all probability, having a good chuckle over these postings. Have we not all heard his "giggle" when he is being "cute" during a council meeting? Or is that "disgusting?"
After all, at election time, he appears to be "untouchable."
Explain that!
By "Capitol" does he mean "Capital", i.e. money? What does the "our clients" mean, if he is going at taxpayers' expense. Who does the City represent for Capital bonds?

I'm generally supportive and respectful of our Mayor and Council, but this one smells bad - and the fact that the information originally came from O-250 shouldn't preclude the Mayor's office from responding PDQ.

Saying that the MFA is in the capitol (sic) market bond business is, respecfully, horse doo-dee.

Maybe buy us a couple of bridges while he's there!
This means we are either insolvent as a regional district or city, or foresee this in the near future, or we are planning on lending our tax dollars for third world developments. It looks like Colin is an investor in this case, because Canada does not seem to be on the recieving end, unless we will be the first in Canada.

The Paris Club of creditors has a bad habit of buying off politicians in third world countries for exploitation of resources, and corruption of the political systems with no accountability.

Description of the Paris Club

The Paris Club is an informal group of official creditors whose role is to find co-ordinated and sustainable solutions to the payment difficulties experienced by debtor nations. Paris Club creditors agree to rescheduling debts due to them. Rescheduling is a means of providing a country with debt relief through a postponement and, in the case of concessional rescheduling, a reduction in debt service obligations.

The first meeting with a debtor country was in 1956 when Argentina agreed to meet its public creditors in Paris. Since then, the Paris Club or ad hoc groups of Paris Club creditors have reached 404 agreements (breakdown by year) concerning 84 debtor countries. Since 1983, the total amount of debt covered in these agreements has been $509 billion (breakdown by year).

In spite of such activity, the Paris Club has remained strictly informal. It is the voluntary gathering of creditor countries willing to treat in a co-ordinated way the debt due to them by the developing countries. It can be described as a "non institution".

Although the Paris Club has no legal basis nor status, agreements are reached following a number of rules and principles agreed by creditor countries, which help a co-ordinated agreement to be reached efficiently.

Functioning

The creditor countries meet 10 to 11 times a year, for negotiation sessions or to discuss among themselves the situation of the external debt of debtor countries or methodological issues on the debt of developing countries.

These meetings are held in Paris. The Chairman is a senior official of the French Treasury. Deputies to the Chairman in the French Treasury serve as co-president and vice-president. The current Chairman is Mr. Xavier MUSCA, Director General of the Treasury and Economic Policy. Mr Ambroise FAYOLLE, Deputy to the Head of the Treasury in charge of International Department and Development, is Co-President and Mr Ramon FERNANDEZ, his Deputy in charge of debt, development and emerging markets, is Vice-President.

A permanent Secretariat General is made up of a team of around 15 people of the French Treasury. The Secretary General is currently Mr Julien Rencki.

This informal organisation has made it possible for the Paris Club to work with limited staff and a flexible structure.
