The Communities in Bloom Committee is making the jump to the national level, setting the stage for its participation in the national Communities in Bloom "Friends" program.

The Judges were impressed with what they saw in Prince George this past season, and it garnered an award, however, the Judges remarks included a request that City Council boost the budget for the parks department, and perhaps look at adding a roof top garden to the library.

The focus now is on Winterlights, with Judges coming to take a look on the 29th.  There will be a Civic Reception as part of the days events leading up to the Judging.

Winterlights and Communities in Bloom are asking the City to consider boosting the budget for their efforts.  This time, they would like the budget to be increased to $16 thousand (up 6 thousand from last year) and that amount would be shared between Communities in Bloom (10 grand) and the balance of $6 thousand to Winterlights.  

Council has agreed to send the item to the budget process.

Not on the roof which is over the library I would hope ...

There is, however, a planter on the south end along the "balcony". That outdoor space should get something done to it. Perhaps a Starbucks or Second Cup with outdoor seating for the summer months. The west side would be great with a view of the hill as well as the city. A real lost opportunity.

A roof top garden these days typically means a "green" roof which is an energy saver as well as a rain water storage area which reduces the impact of quick run-offs during donwpours.

Since there is no building underneath, the energy saver part does not come into play. Also, since the storm water drainage is already in place and sized for quick surface runoffs, there is not a saving to be had there either.

So, a roof top garden is then only there to make the area more "pleasant" for people to congregate during the summer months.

I think it needs a more thorough look at what the space could be utilized for. It is a great space to observe activities in the only civic square we have.

I think what is required is to learn how to use the space for that purpose more often.
