Work on Gaming Center Grinds to a Halt

The idle site of the new gaming centre at the corner of 6th Ave and Quebec St
Construction at the new Community Gaming Centre downtown has come to a halt.
Rumors abound that the city and IDL Contractors are in a dispute over who should own the gravel being extracted from the site.
The city was responsible for the removal of some contaminated material, but IDL apparently had bid the project, based in part, on having rights to the gravel that is removed from the site to make way for an underground parking lot.
The multi-million dollar project will contain a new gaming facility to replace the one now located in the old Safeway building on 4th and Victoria.
That building is slated to become the new RCMP building in the city. As yet no one has commented on when the construction will resume, or if there are other problems connected with the delay.

That is a relatively easy one. Based on common practice, if it is not specifically referred to in the contract, any material found on site and needing to be removed in order to accomplish the construction as shown on the drawings, is the property of the contractor.
Once upon a time, long, long ago, when the wise consultant to the original conversion of the PG vocational school to the College of New Caledonia looked at the gravel on site which had to be removed, the contractor did not take over the site until the heavy equipment operator students had removed the gravel. The CNC sold the gravel excavated.

The way that is reported sure makes the response sound quite arrogant and non accommodating .... "officious" is the word I guess .... too much of that going on.
