Changes Needed In Nechako Flow

The following is a  submitted opinion piece:    

The only major flood control mechanism on the entire Fraser system may in fact be the cause of flooding soon!

This is a plea to the Comptroller of Water Rights of British Columbia.

 Sir; It is essential that there be two safety water release sites on the Nechako River. The skins Lake spillway, the only one now, could potentially be releasing 1200 cubic meters per second into the Nechako, Fraser system at the worst time , to an already burdened system.

 Two of three reasons are up to mother nature as to what will determine how fast the 150% snow pack melt from the mountains and what effect on the hydrology the mountain pine beetle will be. The third reason is political.

Since 1949, Alcan has had the ownership to manage 5400 sq miles of watershed above Kenny Dam.

 With two electrical malfunctions at Kemano, the business end of the Nechako reservoir has been halved, resulting in enormous pressure on the Nechako system. This highlights the great need for a spillway site at Kemano.

First off the salmon resource of the Fraser system must be protected from this over zealous successful company.

Finally, just as climate change will keep reoccurring warm winters, with beetles killing newly maturing pine stands, so climate change will result in more snow in this part of the world. A second safety valve has to be built into the Nechako reservoir by Alcan or better by BC hydro for the integrity of Kenny Dam.

hang on...........for those of us down here on the coast, isolated from the real world..........what are we talking about.......malfunctions?.....are they drawing less water than they should, after drawing more than they should at other times? some one help this poor uninformed southern folk!!
Malfunctions: My understanding

(1) One Turbine at Kemano is down for repairs and you cannot run water through the Turbine.

(2) Major mud slides between Kemano and Kitimat have taken out some power lines and therefore you cannot transmit as much electricity as you normally would. Less electricity generated means less water through the Turbines.

What this means is that you now have excess water in the Kenny Dam that cannot be run through Kemano and out to the Pacific Ocean. This excess water is being released through the Skins Lake Spillway and eventually into the Nechako River and thence the Fraser River and **Walla** it arrives in Vancouver along with all the other run off that is taking place at the same time. Alcan doesnt expect to have these Malfunctions fixed for a couple of Months.

Thats my take on it.
Dumb idea to build a second spillway that diverts more water from the Nechako watershed to the Pacific Ocean. This is the precursor to Kemano 2, which is just what Alcan wants.

I say the water stays in the watershed and the company, if it can not manage that water appropriately, should be nationalized by the new province of Northern BC or maybe even BC Hydro where there is some kind of public accountability for the governance of that watershed.

I just saw an article in the local paper with a comment by our Mayor that we cannot fix the Cameron St. Bridge. If we cant fix a wooden bridge, how in the *H* do you expect us to run a Province.?????
Easy when you have a say in how your tax dollars are spent. That doesn't happen when the majority in Vancouver elects our government and sets the priorities. I think everyone would agree we pay enough taxes already.

I think the Province of BC's handling of the Kemano file is a prime example of why BC doesn't work for Northern BC.
