The City of Prince George has been advised that Pittman Asphalt, will be  conducting operations overnight in order to  work  on the  paving contract secured with the Provincial Ministry of Transportation.   That contract involves paving  from Highway 16 and 97  to Victoria , then north on Victoria to  First Avenue.

The Residents of North Nechako have some issues with the  overnight plan.  In a media release issued this evening, the residents say they understand the need for the work to be done overnight, they also  appreciate the steps being taken to mitigate the expected noise problems that will occur during the production of asphalt.  The residents  do however  have other concerns.

"We have issues with the city’s inability to demand that Pittman Asphalt live up to the promises they made when they were granted the right to situate in our neighbourhood. These include berming around the asphalt plant to reduce industrial noise and using Natural gas instead of used oil to reduce pollution. "

The City is still  holding more than $40 thousand dollars in securities  for that work to be done.  The residents  are concerned that  with the overnight work in September,  the morning temperatures are often cool.  "September is usually a month of cold mornings and air inversions so residents fear they will experience unhealthy air during this paving process. We hope that the Ministry of Environment will test the air for VOC and PAH. "

The residents also want to know when  there will be an improved noise bylaw.
The existing bylaw  allows for industrial or construction work overnight  when it  is  work being done by a Provincial Ministry.  That right to operate overnight   is extended to  the  contractor  doing the work for the Ministry.

Perhaps if the company would have to put people up in a hotel for the nights they are operating the company would find their way to doing something about it.

This is not a situation that will only happen this year. It will happen every year whenever some key roads are being paved which need to be paved at low traffic epriods. So plan for it. This is not an exception. It is the rule.
I wouldnt worry to much about the noise from the Asphalt plants because it will be drowned out by the noise of the Wide Body Cargo Jets landing and taking off on the new expanded airport runway.
