No Day Parole For Ramsay

Former Provincial Court Judge David Ramsay will not be getting day parole.

The National Parole Board's reasons include a concern that Ramsay is a sexual offender who has resisted assistance.
The Board also says Ramsay’s decision to cancel the public hearing (where he could have stated his case and answered questions) hurt his application as the Board says "Achieving an understanding of your behaviour has been a challenge" and being able to question him directly would have provided some "clarity."
The reasons cover 4 pages, "It is a very complex file" says the National Parole Board's Atlantic Regional Director Brian Chase. He adds one of the two to conduct the review is the acting Vice Chair of the National Parole Board, Pat O’Brien.
According to the Parole Board's papers, Ramsay's application for parole was based on "humanitarian grounds". In the application to the Parole Board, it is disclosed that the now 64 year old Ramsay has recently been diagnosed with terminal cancer.
Ramsay served 3 years of his seven year sentence for breach of trust, and sex crimes involving young prostitutes in Prince George. Some of his victims were between the ages of 12 and 17. Ramsay knew their age as they had appeared before him in court on other matters, so their complete files were at his disposal.
The offences took place beteen 1992 and 2001 .
The Board says Ramsay's decision to cancel the public hearing upset a great many people who had wanted to make victim impact statements, but the Board adds it has reviewed all of the victims statements "Further it has reviewed extensive police investigative files that serve to play out the struggle many victims experienced coming forward with their concerns and fears. There is a disservice to victims when the misinformed suggest that the Board does not take a victim's perspective into account."
