The Canada Border Services Agency has released its internal report on the Agency's involvement with Mr. Robert Dziekanski at Vancouver International Airport on October 13 and 14, 2007, along with a set of recommendations for immediate action.

"First and foremost, on behalf of the CBSA and its employees, I would like to extend our sincere and deepest sympathies to the family of Mr. Dziekanski. Our thoughts are with Mr. Dziekanski’s family and friends at this difficult time," said Alain Jolicoeur, President of the CBSA.

Following the incident, the Honourable Stockwell Day, Minister of Public Safety, asked the CBSA to conduct a review of what happened on October 13th and 14th at Vancouver International Airport. The CBSA has now completed and released this internal report.

Based on the findings of the review, the CBSA is taking immediate action on the following recommendations:

  1. The CBSA, along with other partners such as the Vancouver Airport Authority, will review procedures on services provided for international travellers and those waiting to meet them.
  2. The CBSA will update its list of employees who can speak languages other than English and French. The CBSA will also review its interpreter services to make sure that the services are provided as quickly as possible.
  3. More cameras will be installed to provide an expanded coverage of the CBSA’s area at Vancouver International Airport.
  4. The Agency will explore options to have more patrols and security checks within the CBSA’s area.
  5. The CBSA will review its procedure to ensure that all persons referred for further examinations report to the secondary examination areas within a reasonable amount of time.

The CBSA may also implement actions as new information and facts are revealed by the ongoing investigations.

"I assure you that the CBSA is committed to implementing these recommendations without delay here at Vancouver International Airport and at other international airports as appropriate, to further secure and safely facilitate travellers’ entry," said Mr. Jolicoeur

Here is the chronology of events as reported by the CBSA:

The whereabouts of Mr. Dziekanski are unaccounted for during this time period ??????????????????????????????

6 1/2 hours where the CSBA doesn't know where Mr. Dziekanski is????????????????

OH YA THIS IS THE RCMP'S FAULT THAT HE DIED @ YVR
sounds like, a pass the buck document to me. its not customs fault, its the RCMP's fault.
Who called the RCMP? If we can locate that individual, we can blame it on him/her since they ought to have known better. The RCMP is not known for its customer service.

;-)

I find the part about cameras not having a good line of sight as a result of contruction interesting.

So, we need a camera in a spot to view critical areas of the airport. Someone decides to move a few walls.

Part of that job is not to relocate cameras to new locations to maintain the sightline?

What else do they miss in maintaining existing standards when they conduct alteration and expansion projects at YVR?
Good help is hard to find .....
"
I find the part about cameras not having a good line of sight...."
.....after they moved it! This is the spin they are using to try and look accountable..Trying to get our focus off the real matter of bad policing. Tsk tsk and shame on them! Real men stand up and be true. That many hours of being left alone in those circumstances would be annoying and totally uncalled for but it's not why Robert was stolen from his mother.
Welcome to another episode of pass the buck.
Once again, nobody will accept any responsibility for this poor buggers's death and it will all be swept under the carpet.
End of story.
No suprises there, but has anyone else noticed just how quiet and unavailable Gordon Campbell and his band of merry men have been since this shameful disgrace happened?
Democracy just took another hit,and these people we elect call themselves leaders?
That is scary!
So the Canada Border Services Agency appear to be incompetent. Imagine if this had been a terrorist and they didn't know where he was.

However, dodgit, the RCMP held the tazer and pressed the button, not employees of the Canada Border Services Agency. The Canada Border Services Agency must share responsibility for the events leading up to the tragedy, but the RCMP are clearly responsible for the actions which caused Mr. Dziekanski's death.
Andyfreeze, how the hell do you tie Campbell in on this? "democracy just took another hit". What a bizaar statment. What is really "scary" is your obviously flawed wiring.
IMO,our politicians and law makers need to be front and center on this kind of thing.
If they don't play a major leadership role, none of these issues with the RCMP and other government agencies, federal AND provincial, will ever make the much needed changes to keep this kind of thing from happening in the future.
They are the only ones with the power to do that.
Democracy is when someone at the top of the food chain actually listens to the majority of those at the bottom.
That rarely happens anymore.
airports are federal jurisdiction, immigration is federal, customs is federal. If you feel the need to take partisan shots at Campbell, Pick something he is resposible for.
