Garbage Rates Going Up

    The cost  to have your garbage picked up  is going to climb as of January 1st.

Small container – a $4 annual increase

Medium container – an $8 annual increase

Large container – a $12 annual increase

Residential accounts not on the automated garbage system and loose commercial accounts not on the automated garbage system – 5% increase to reflect increased operating costs.

  

The City Staff say the hikes are necessary because there are more people, meaning more tonnes off garbage.

There is an expected $542,267 deficit  in the  the garbage collection  budget for 2007.  

In 2008, operating expenditure increases include additional tipping fee charges reflective of greater residential occupancy and growth $55,300, tipping fee rate increases from the Regional District of $46,984, interdepartmental overhead $78,983, fleet rental costs of $94,190 and overall inflation costs of 2%.

Growth revenue of $238,500 is not sufficient to off-set the increase in expenditures or to move the service towards self liquidity. Rate increases over the next 4 years are projected to result in an operating surplus by 2011

An analysis of the tones of residential refuse hauled from 2001 to 2007 indicates that the volume was fairly stable from 2001 to 2003 (12,200 T) and has been increasing from 2004 to 2006 (12,500to 14,712 T respectively). 2007 projections are 15,300 T of residential refuse, an increase of 4 % over 2006.

The number of homes collected per year decreased from 2001 to 2003 (811,000 to 783,000) and has been increasing from 2004 to 2006 (795,000 to 900,000). 2007 projections are to collect over 930,000 homes, an increase of 3% over 2006.

And they were collecting garbage in which City???? Surely with that many homes, not in PG .....

If we assume they collect 50 times per year from each home, given that they skip the holidays, that would mean about 16,200 homes for individual pickup.

So, in 2004 they collected from 15,900 SF residences. In 2007 that would be 18,000. so that is a 525 homes per year increase for the 4 years. That is about 2 times the number of homes which were built. More basement suites with their own garbage pickup? People getting two containers? Empty houses now getting occupied again? Some people opted out and dumped the garbage themselves?

Can someone provide some sort of explanation?
It is almost enough to make a person upgrade to a big container and stop recycling. Might as well get your money's worth. Only thing to recycle is anything you can get money for. I would imagine if PG ever got around to a blue box system they would probably want $20 a month for the service. Why is it most communities our size and larger all have curbside blue box pick up?

I can just hear it now as a store owner explains: "We have to increase the price of the shoes to our customers because people are buying more shoes than we thought!"

I think we are just about ready to see whether a private company can take the garbage collection on and take it out of the City's hands.

I was watching Council and the idiotic statements they came out with makes one cringe.

They were complaining about people who fill their garbage too full so that the lid does not close.

We got a middle container even though on average we would be able to work with a small container. I would say about ever 5 or 6 weeks on average, we don't even put the container out since there might be one bag in it. That's 10% per year. On some of those occasions, the lid might not be closed tatally on the subsequent week. SO, I am supposed to get a larger container according to the learned Councillors.

Based on what information? Are tipping fee rates guaranteed to stay the way they are? Fuels costs? Labour costs?

Because the Papas and the Mammas who run those Cities are into recycling and composting.

The philosophy here is, according to the discussion at Council tonight, make the larger containers more expensive to cause people to recycle or produce less garbage in the first place thus getting a samller container. So it coss $20 to get a container size changed. And one Councillor suggested compacting garbage so that there is less at the land fill.

I believe the tipping fees are based on weight, thus compacting does nothing.

I believe the trucks are equiped with a smblance of a compactor, so they still have to take the same number of trips.

Whether they stop for a small container or a large container, does not change efficiency either.

When garbage get put into the landfill, it is most definitely compacted with heavy equipment so compacting at home does not take any longer to fill the landfill.

So, if those are all correct assumptions, compacting garbage at home and getting smaller containers will get in less income while not causing a saving, so the fees will rise even more next year. If they keep on with that way of thinking, those who pay for the larger containers will be subsidizing those with the smaller containers more and more.
And I'm still pissed off that they closed the swap sheds down that kept a lot of things directly out of the landfill.

And you got it right on the money there 'camoose' no reason to even think about recyling and composting. We pay eco fees and tipping fees for everything so that gives us the right to dump everything.....anywhere.
Well I'll add to it. I thought the new system was going to save money in the long run. What a joke! Like any other municipal government, they feel obligated to raise taxes in any form so they can travel the world on our nickel. Taxed to death in BC! Ooops forgot about the contributions to the 2010 olympics.
We used too recycle but now compact our garbage into a small garbage container so that we no longer have to recycle. If they want to lie to us about costs we will also try some short cuts to reduce our cost.

Well this is just nonsense... even the crackhead nimrods in the bush behind City Hall know that there are LESS people here today... and they didn't even read the Canada census report !!

What we do have is a larger staff at City Hall and someone has to pay for them.

We got BS'd into believing that the new trucks and the new cans would be the best choice to save money on solid waste... what a crock of horsebucky... where are those people who made those statements and decisions now ???

Actually... I'm kinda getting to like this prostate exam that the City is providing... makes me feel "warm and wanted"...

We don't need a bin. All the plastic goes in a separate bag, the tin cans are all washed and recycled, same for the glass, and anything with a deposit. The wet garbage goes to the dump and anything else that is burnable gets burnt in the fire pit about once a month.
We still pay a garbage fee even though we handle everything ourselves.
Who raised the "tipping fees"? Sure would like to opt out of this scam with containers. Required by law? Charter challenge? Right of association?
The new garbage collecting system when first implemented was going to save $175,000.00 per year for the first 10 years. This of course never happened.

Blurb in the local paper dated June 13, 2006.

**According to a five year projection included in City staffs report to council , the plan is to continue increasing those rates so that by 2010, households will be paying $9 and $41 more per year than they do now, further hikes are subject to councils approval**

It pretty obvious that if the new system is costing us an additional $500,000.00 per year that someone screwed up, however as usual there will be no accountability, nor any action taken against those who screwed up.

To further exacerbate the problem and to ensure that more garbage went into the trucks the City did the following.

(a) Increased the rate at the local transfer station from $2.00 to $4.00. An ill conceived attempt to collect more money, which was doomed from the beginning. I used to go to the transfer station on a regular basis, and now rarely go, I put it all into my Container.

(b) The City closed two of the three swap shops, using various and sundry excuses to justify the closures, however I suspect it was a money saving decision, to try and make their 1/2 million deficit look better.

Everything this City and its Managers touches turns brown. We need a new Mayor, some new councillors, and a major shake up at City Hall

Major shakeup at City Hall? Ya right. Same old crew next time. Name recognition. All this ongoing crap, i.e. garbage rates, water meters, taxes, roads, Backpacker, downtown, etc. That will all be put into an amnesia type disease that will sweep over the city next summer. I will remind ya.
Please do remind us Harbinger. Maybe we can all throw some cash into a pot and pay for a full page add for a week prior to the next election outlining all those things that the City did that we didnt agree with, not the least of which was the Backpacker, and for some people Moxies, and for some the closing of the Cameron St. bridge, which could have been repaired for a measly $750,000.00 which would have at the very least gave us an alternative until they got the money in place for the new one.

I suspect 5 years will pass before we get a new bridge. Is this what the Mayor promised????
Methinks with all of City Halls shortcomings we would need a whole special section of our newspaper to print it all. Should be interesting. What was said and promised versus what has been accomplished and how much we've been or will be hosed.
