Capital Plan Up for Discussion Again

Prince George, B.C. - It’s back to work at City Hall this afternoon when Council will continue its examination of the Capital Expenditure plan for 2009 through to 2013. In all there are more than 100 projects worth more than $71 million dollars on the planning board.
 
Council has already dealt with the capital plan projects under the categories of replacement and betterment, and pulled the planned upgrades to 4th Avenue from the list, deferring that $6.88 million dollar project to administration.
 
Still to be discussed are the categories of “new” which includes the new RCMP building $14 million dollar Boundary Road connector, $7.5 million dollar River Road Reconstruction and  $7.75 million dollar Community Energy  System.
 
Under the Category of Maintenance is the $3.6 million dollar road rehabilitation program
Operations contains four projects amounting to just over $1 million
 
There are another $6.148 million dollars worth of projects which do not have a funding source for 2009 including the Spirit Square Veterans Plaza.

Councillors: I implore you to file the plans for the community energy, the boundary road, the rcmp palace, 4th avenue and river road in the circular bin.

I was the first to complain about the lack of snow removal....but was it necessary to have the plow trucks out yesterday removing packed snow when it was plus 4 degrees and raining?!?!?
The only project that should still go ahead is Boundary Road and water/weswer projects. All the other projects either don't build new opportunities or can be deferred.

And don't say the Prince Rupert port expansion should be shelved as well.
A smart man, told me that the correct way to do the snow removal budget is. Get ourselves in a position where we are ahead one year on the budget. Than say the taxes paid in 2012, is actually paying off the snow removal of 2011. Thus we are paying the exact amount off, instead of always being subjected to budget crisis on the snow removal. It has to be removed, so we are going to pay for it anyway.

Wavoes, it is good for the city to remove the packed snow when it is 4 degrees and raining. It is softer and easier on the machine. Winter is not over yet. It will get colder for a few more days, before the melt starts.
No no River Road I don't want my tax dollars going there. $9.5 million goodness it's getting hard to keep up the taxes now.
Okay, Pr. Rupert can go ahead, but don't we gotta jack up all the bridges the railway passes under between Jasper and Rupert before double stacks can pass through? As for River road, I have not been down that way for a few months, but is it still built up with gravel? Or have they already started installing the new storm drainage?

Council had better take a long look at where the money is coming from before they start to spend it
There are indeed many services we need, a bunch that are nice to have...but we could live without them and another pile that really shouldn't be paid for by the city...you want it, pay for it....that should make a lot of friends...but we really got to separate the "needs" from the "wants" and "would likes"....if city is to pay for the latter two...the taxes are just going to keep jumping each and every year...
