Coroner's Jury Calls for Mayor and Council To Approve Funding for New RCMP Building

Prince George, B.C – After three hours of deliberations, the  three man, two woman  jury at the Coroner’s inquest into the death of 42 year old Cheryl Ann Bouey has  ruled  her death  a suicide and has made ten recommendations to prevent a similar  tragedy in the future.

 

Bouey hanged herself  from the cell bars at the Prince George RCMP detachment  June 26th 2008, with a noose she had fashioned from the drawstring of her jogging pants.  She had been arrested along with a male friend, for being drunk in a public place.

 

There were nine recommendations directed to  the  City Manager Derek Bates and to Gary Bass the Deputy Commissioner Pacific Region of the RCMP:

1.     Guard staffing levels be increased on traditionally  busier days

2.     Amend RCMP “E” Division Operational Manual part 21 – Search and Seizure and 21.2 Personal Search section 2.1 to add examples of what to look for such as draw strings in pant waists, ankles, shirt/sweater draw strings, belts bras, shoe laces, hats, jewellery etc.

3.     The guards shall carry a radio at all times and supervisors shall enforce this through  progressive disciplinary action

4.     Monitors within the guard room should be upgraded to an anti-glare, larger, flat screen style

5.     Cameras should be installed within  the guard room

6.     Until such time as a new jail is constructed, the current cells should be upgraded by: removing the expanded metal grating on the bars and doors, replacing it with a clear, see through plexi-glass/lexan covering and two guards to be on duty at all times

7.     Policy review by  guards to be formally documented

8.     Policies and procedures for Prince George Guards and RCMP in reference to the RCMP lock up should be reviewed for  contradictions and inconsistencies

9.     The guard room to be reorganized in order to provide guards a better view of the cell camera monitors while being able to complete the computer logs

The final recommendation  was to Mayor and Council of the City of Prince George:

10.  That Prince George City Council approve funding for a new RCMP station including a new lock up. Recommendations from all staff associated with the Prince George lock up to be sought and considered respecting the construction of a new lock up.

 

 

Although it was  the last item on the list, the  jury’s call for  the City to approve funding for the new RCMP building may be the most difficult   with which to comply.   The proposed new RCMP  detachment is a project that at last estimate will cost $45 million  dollars and will require taxpayer approval before  the City can borrow the money for the project.

 

The recommendations also call for upgrades to the current cells.  The condition of the cells at the Prince George detachment was brought up during the inquest and the jury had requested, and was granted,  a field trip to see the  cell where Bouey died. The Prince George detachment had been requesting cell upgrades since 2004 but the funding didn’t come.

There is a big differance.
Well, I hate to say this but it seems kinda fishy, a new building?. realy, who was on this Jury?. 50 million building, instead of fixing the one there in now.Was the jury made up of R.C.M.P, or city councel!!!!!!!!!!!!!!!!!!1
How many police buildings does a city this size actually require? The old Kal tire building on 22nd looks like a million plus and the jury recommends another forty five million for a city with a declining population. This city is in dire need of some sensible leadership.
It does sound a bit to me like "Geez honey, the ashtray is full in the car, it's best if we go get a new car before we burn ourselves"
It's a jail people, it's not supposed to comfortable, it should be safe, so add some extra cameras and guards if that's an issue.
Best of luck to Prince George in this time of declining population, rising crime and a council who still believes that if there are checks left in the checkbook, there must be money in the bank....

Why not just upgrade the one that they set up years ago for just that purpose. They made it so that another floor could be added. So I am guessing that jumping on this poor women's death as reason to get our "brand new sparkling building" is okay? Come on! A little bit of tact through this trial might be a suggestion a long with respect for the people who in the end PAY FOR YOU AND YOUR NEEDS. The true crime here is the irresponsible actions of the people working at this facility. How does someone hang themselves in a jail? Someone died under their watch and instead of apologizing to the family they scream that the place should be condemned. Surveillance is top of the line, it has to be, the tax payers paid for it. No expense was spared as in the new multimillion dollar building on 22nd. So now they are screaming that the place should be condemned? To what end? The only end to this I see is the tax payers on the hook for a NEW BUILDING when the old one just needs to be renovated and increased in size. I find this very disturbing. The people at the city should really be ashamed of themselves as well. Make a decision already! Only take the best interest of the people who pay your wage. Stop spending money foolishly in a time of financial uncertainty.
The RCMP need a new building? Seems to me they dont even know how to admit prisoners into the building that they have and they also need to rewrite their manual?. Are they still using dog teams to do their patrols? Seems they are still in squad tents somewhere along the Fraser in a mining camp.Well they do teach them how to shoot or use a tazer.

One of the first things needed is to train security in procedure on admitting a prisoner. The first thing they would do if a person wore trousers with a belt is to remove it from the person. I thought that was common knowlege. But then Houston comes to mind and maybe "common knowlege" is not that common,

So why was the rope strong enough to suspend a body that held up Ms Boueys jogging pants not removed ? The solution is a complete new holding area for prisoners because procedure was not followed. Appears there is no procedure. "Is it quick draw and fire"!

If she was just drunk in a public place but not being abuseive or a nusaince why arrest her in the first place. There are more alternatives out there than a new 46 million building. Tax payers are already being primed for a increase in property taxes because city workers are in line for a pay raise. With the uncertinty in the wood sector council better look at how they spend the tax dollars. It is not a bottomless pit.
