No Opposition to Downtown Energy System

Prince George, B.C – The Downtown District Energy System seems to have crossed another hurdle.
The Alternate Approval Process which was put in place for residents to nix the 20 year deal between Lakeland Mills and the City of Prince George, has been a flop.
Not one notice of disapproval was filed with the City.
In this case, the alternate approval process was necessary because the length of the contract surpasses the 5 year threshold.
Under the deal, Lakeland will supply the bio mass for the energy system, and the City will install an electrostatic precipitator as well as the other infrastructure to fire up the system.
The City already has several buildings downtown in mind   that will use the energy created by the system, those buildings include:
  • the Ramada Hotel,
  • City Hall,
  • Four Seasons Pool
  • the Coliseum,
  • Civic Centre,
  • Coast Inn of the North,
  • the Courthouse,
  • Two Rivers Art Gallery
  • Plaza 400
  • Prince George Library
A full report on the alternate approval process will be made to Council at the next regularly scheduled meeting on August 9th.
The environmental   assessment process is wrapping up and  the details will be sent to Western Economic Diversification for approval  before the funding can be made available.  The Energy System carries a  price tag of $14,141,000. 
Most of the funding has already been approved in grants:
 
·         Municipal Rural Infrastructure Fund grant : $ 5,332,000.
·         Green Municipal Fund Grant:                     $    461,000.
·         Canada Works (gas tax)                           $ 4,366,000.
 
The City has already budgeted $295,000 for soft costs such as consultant and design fees, and will need to borrow $3,687,000. The debt associated with this system will be retired within 3 years.
It is estimated the new system can reduce particulate by 100.7 tonnes per year. That includes reduced truck traffic as Lakeland says using this bio mass means they will not have to move it elsewhere.
 
The system will have a natural gas back up.
 
it is possible construction could start next spring.

No opposition, because nobody believes the probability of it happening.
It is certainly going to happen.

This whole project is the result of money being available for green projects. The City had to come up with a project in order to access the money, and the result was the Community Energy System.

Thats the problem with the Federal and Provincial Governments giving money to municipalities with strings attached. You end up with all kinds of stupid projects.

We need a Community Energy System like we need another hole in the head.

You better hope that the Federal Governmen doesnt give grants to relocate your Grandparents in China, because if they did a lot of older people would be taking a trip.

We need to have access to this money with no strings attached so that we can decide where best to use it. Whats the chance of that happening.

The fact that there was no opposition to this project reflects the apathy in the Prince George Community. If the petition had been headed up by Elton John you would have had the 5250 signatures on the first day. Duhhhhhhhhh.
This is also a :make work" project for Mr Radloff who is supposedly retiring in the near future and he wants to go out with a bang.

So I ask: If you are so dead set against this and know that all you seem to think you do, where were you? I know, spewing uneducated(with exceptions)negativity at EVERY story posted on this site. Surprised there was no opposition o he plan. The increased truck traffic to Lakeland Mills along Carney Street will be significant.
dudeinpg. I was at the Public Meeting and discussed this project with the City personel etc; I also picked up a form to sign at City Hall, however it was pretty bloody obvious that no one in this town knew what was going on or cared.

Where the hell were you and what have you done. Most of the projects in Prince George are Government funded and are not much more than make work and spend money projects.

There are too many people in this town that havent got a bloody clue as to what is going on.

The City and other politicians know this, and take advantage of the situation.

Its because there is no reason for opposition. Life is not one big G20 summit. There is no need protest every project to better our world just because it doesn't have your say-so. Grow up people.
Palopu, The Alternate Approval Process only required 10% of PG's electors to file their opposition. 52,000 electors in the city and not one response form filed. According to you, it's because we are, (all 52,000 of us) "clueless" and "don't know or care whats going on." I can assure you that out of all those electors, there are a great many that aren't "clueless" and that DO care about what's going on. And, by the way, are very much on board with this project.
"The City and other politicians know this and take advantage..." How? By issuing media releases? Inviting public comment? Allowing a month to do so? Holding Public forums? What a conspircy! How dare they!

What have I done? Quite a bit for our community(I like to think) But if I tell you, and you don't agree with it, will you accuse me of being underhanded and selfserving or clueless?
Where was I? Probably spending time at home after reading up and asking questions and not finding anything yet that would cause me to be opposed to this so called "make work project".
It would appear that not too many others found this to be a negative thing either.
If you have anything other than calling down everyone that doesn't agree with you, I'd be happy to hear it.

You may remember the Alternative Approval Process that was taken for the Terasen Gas Lease Back Arrangement. At the time of this process the legal requirement was 5% of the eligible voters. The required 5% was obtained (In excess of 2600 signatures) and the issue went to a referendum and was passed. Shortly thereafter the Government and the Municipalities changed the requirement to 10% of the elegible voters.

Do you think that they changed to 10% to make the process easier. I doubt it. The whole process is geared to fail. You have just had an insight into how it is working with the HST. People have gotten the required number of signatures, and the Government is trying every way possible to get around the issue, rather than recinding the tax. If the Government followed its own legislation, and had a modicum of honesty they would recind the tax. This is not likely to happen. They never is their wildest dreams expected that the required number of signatures would be collected. I expect in the future they will change the legislation to make it even more difficult for people to have a say.

If you look at the article on the site to-day you will see them drilling on the site for the proposed New Police Station. The City has already purchased the property for $2.75 Million, and has spent hundreds of thousands more on designs etc;

The City will have to borrow money for this Police station and will have to have an alternative approval process. Do you think that they are concerned about someone getting enough signatures to stop the process.

There are a large number of people who do not agree with the type and cost of this facility, however it will be a cold day in Hell indeed before they get of their butts and do anything about it, and therein lies the problem.

Getting 10% of the eligible voters on an issue is very difficult and has been made difficult on purpose.

To sit at home and say that you agree with all these project is just an excuse for not trying to keep the City from spending hundreds of millions on **Hokey** projects.
Piping a building for heat by water that is already hooked to natural gas, and electricity, can only be discribed at **Hokey**

There is no actual savings in the Community Energy Program, and very little if any effect on the air quality in the City. So if you think that this is a great project then continue to sit at home and read. While your at it you might want to count the number of Wide Body Cargo Jets, that are landing at the Airport, as this is another great project, that cost us millions.

Remember that statment? Yet another one that was spouted out before it was even checked in to. It took very little "sitting at home reading" to know this was not true. Good thing someone told you, it gave you something else to complain about. I wonder who it was that corrected you.

Again, PLEASE can you back up your opinion with anything credible? I would be happy to hear it. If you can't, maybe you should develop a site, maybe call it "Speculation 250"

I don't think any level of goverment should be allowed to go unchecked, but if you want every single decision made to affect YOU positively and immediately live on a commune
