New Bylaw To Handle Grow Ops Moves Forward

Prince George, B.C. - The City of Prince George is on its way to having another tool to battle grow- ops and meth labs.
 
Council has given the first three readings to a new bylaw which will place the responsibility for providing a safe environment   on the tenant and the owner of the building.
 
The bylaw sets out rules and regulations for a building to be inspected to ensure there is no mould or safety issue as a result of changes made to allow for a grow op or drug lab.
 
The bylaw carries fines with it, and if the fines are not paid, the amount will be added to the property taxes.
 
The bylaw is similar to one in Surry which has been successful in clearing grow-ops out of that City. That bylaw has already withstood court cjhallenges and the Prince George bylaw is based on the Surry model.
 
One of the elements of the bylaw calls for a landlord to conduct a check of the premises once every 3 consecutive months.
 

The proposed bylaw will include provisions for recovering the city’s costs related to the inspections of property,including RCMP costs associated with the removal of the materials and equipment associated with grow operations and clandestine drug labs. 

The fees and costs would be invoiced to the occupier of the property and/or the property owner. Ultimately, the property owner will be responsible for the fees/costs; any unpaid invoices would be added to the property taxes as a debt at the end of the year.

Bylaw Services Manager Guy Gusdal points out the bylaw regulations are targeted to the life safety concerns created from grow operations and clandestine drug labs and are not concerned with the criminality of the controlled substances.

ok here we go just throwing a few facts out there for the new bylaw team..

Fact #1

Every time you step outside you are inhaling mold spores, usually more than you would inside.

Fact #2

Eliminating mold entirely from your home is both unnecessary and almost impossible to achieve.

Fact #3

Most common molds are black.

Unless you live in a sterile bubble with a very special air filtration system, I guarantee there is mold in your house. It's impossible not to have mold.


How can this be true?

It's true because of a simple fact of nature. You can save yourself countless hours of worry and hundreds of dollars in mold testing and cleaning once you understand this simple fact.

What is this simple fact? Mold exists everywhere in nature!

Not all mold is bad. Without mold human life would be much more difficult.



So what is the purpose of this whole team again?..and can someone from the RCMP confirm how many meth labs have been dismantled in Prince George.
Largely, the purpose is to make the owners of rental homes (many of whom don't even live here) accountable for their buildings in regards to who they rent them to and what those renters do with the properties.

Obviously the people that run grow ops don't care about our city and by way of extension, neither do the people who are so lax in the management of their rental properties, that they turn a bind eye (knowingly or not) to what's occuring in their rental units.

It's simply another tool that can be used to fight the grow ops and the organized crime groups that are behind them, by making it harder for them to locate places to set up shop. It won't completely shut them down, but based on Surrey's experiences, it should help.

One (1), in the last few years that I am aware of, and only because there was an explosion.

Grow ops are the low hanging fruit (sic gus), the easy to see and make a big show of. Meth labs, they actually have to do police work to uncover.

Granted, there is some gang involvement in any illicit trade. I have never knowingly met one yet. It's not like they are discreet about their associations, so should be fairly easy to spot.
gonna be a tough market out there for renters now dont you think? why would anyone even buy a home for the purpose of renting it out if there just gonna get fined and be put in debt for someone elses mistakes?.and how did this work in surrey doesnt it still have the worse crime rate in all of canada?.
i expect every apartment on 15th avenue will be shut down or the owners will be fined monthly for tenants damages/Mold.which will leave a lot of people homeless if this bylaw team is actually gonna do there job
one a side not i agree all electricity issues should be fixed since thats a major health concern to children living in the home but good luck on cleaning up mold its never gonna happen.the mold will still be growing after the earth is dead itself :)
LOL, I'm pretty sure that the people who actually care about their rentals are already doing proper screening and monitoring to ensure that their tennants aren't running grow ops. I don't really care about the absentee landlords who don't.

As for the city, I think it's a pretty safe bet that they will be targeting specific homes and not all rental properties. They don't have the time or resources to monitor every single place, nor is it really part of the underlying goal here. Read between the lines, this is about shutting down grow ops, not penalizing rental home owners who may have small specks of mold on the window sills of their properties . . .
Another bylaw to enforce? Aren't we having difficulty enforcing the ones we have? How many more Bylaw Enforcement Officers are we now going to hire?

So what happens if a Landlord stumbles on a grow op in his rented property, and the renter tells him that if he reports it they will deal with him???

Seems to me he gets beween a rock and a hard place. Gangsters on one side, police and bylaw enforcements officers on the other.

Lets assume that the Landlord does not report the grow op, but files a report every three months stating everything is ok??? Wouldnt is logically follow that the police would then not pay any attention to this house, and it would then be a safer grow op.???

At what point would the Landlord become an accomplice for not reporting the operation.

If his choice was reporting the op and getting shot by gangsters (to send a message to other Landlords) or to face criminal charges from the police as an accomplice, what choice would he take???

Seems to me that we have high paid Police Officers, Bylaw Enforcement Officers, and others on the payroll who are paid to look after these problems.

What are we paying the Landlord to do the Police work. Can we make him a special agent, give him training, allow him to pack a gun, and pay him a stipend???

These clowns who run the Citys are not very bright. The simple rule of life is that for every action there is a re-action.

If we prosecuted the criminals for every law they broke, and sent them to jail to do the time, for the crime, there would not be any criminals around to run grow ops, etc;

In additon its time that all the people who buy and smoke these drugs etc; get there act to-gether and quit buying.

The guy who buys and smokes, or takes drugs, is just as bad as the guy who sells it to him. If the buyer quits buying, then the seller goes broke, and looks for another way to earn a living.

I think this will end up as a gross violation of innocent rental home owners. A grow op can be dismantled in a few hours and put back in place just as easy. Diligent rental home owners will still become victims to grow op renters... and now they will pay the penalties for the crimes of others.

Innocent people will be hurt by this law because the city think the little old lady that has a rental home should be policing the gang activity under threat of losing her rental pension income.

They should just legalize weed so that homes are not used for growing crops in the first place... and so that police costs can be directed towards real crimes and violent criminals and the hard drug dealers. The cost of our marijuana laws are way out of whack to any danger the drug possess in the first place.

Every 'solution' seems to create more problems, violate more peoples rights (ie the rental home owner) escalate more costs, and provide no real solution. Yet you can drink legally and go out and get violent and that's quiet all right with the marijuana nazi's... its the alternative they're all looking for it seems....
