Big Boxers Alleged to be Violating Zoning Bylaws

Two motorhomes "alleged" to be parked in Wal-mart parking lot Sunday June 26th at 7:58 PM


Councilor Cliff Dezell says, “Either we get serious about RV parking in business parking lots in this city or we forget about it”. 

He was referring to a letter sent to council by the RV Park Owners Association in the city, complaining about the on going problem of RV’s parking overnight in places such as the Casino, Wal-Mart, Costco and a number of other large retail parking lots. The Association wants to know what the City is doing to ensure zoning by-laws are not being violated.

Dezell says this has been a problem for the last twenty years "Either we are going to do something about it or leave it alone." He added "One of the problems is that these business owners want the RV’s to park in their lots hoping to attract some business." 

Councilor Scott came under fire from Mayor Kinsley for raising the issue on such short notice. He said "The letter was received on June 21st and here it is June 27th. It takes time to act on these matters." The Mayor said "At the present time all there are, are allegations that infractions are taking place, without any proof." 

City staff will report back to Council on the matter.

Just too easy. Warn the businesses!!!! Have a city by law employee on night shift, and get those tourists on the move.Or better yet, make the business owner order them off the lot, and the by law officer can keep a watchful eye on the event. If the business does not comply, a city lawyer will be more than happy to issue a summons ordering the business to attend court-at the business's expense. (The business has to pay the city lawyer). The judge will warn the business operator that if they do not comply-they will be in contempt of court and "face " the consequences. A serious threat is implied.
The business owner will lose business, the city will get another black eye from tourists (and will be the topic of discussion at many parking lots in other cities). They usually all have C B's so word can travel fast, and Prince George will not be be considered a destination, just a "drive through quickly" city.
So, Mr. Mayor, get your by law officers to get you the proof, and lay down the law. Let those tourists know Prince George is a law abiding city and who needs them destroying that image.

Allowing people to park in one place but not another is a censorship issue not a bylaws issue. We know from past experience that bylaws are meaningless.

People should be allowed to park in private parking lots for as long as the private parking lot owner allows.

Parking is not camping.
Can someone please point out the section of the zoning bylaw which prohibits overnight parking or camping on private parking lots.

The word "camping" is not even defined in the zoning bylaw that is available on the City web site.

Did anyone notice that "trailer parks" have to provide a building for the RV's to park?

specifically it states:

"every use shall be enclosed within a building, except for off-street parking and loading facilities;"

Section 29 of the zoning bylaw deals with parking ...

it states:
"All required off-street parking spaces shall be used only for the purpose of accommodating the vehicles of clients, customers, visitors, employees, members,
residents or tenants who make use of the principal building or use for which the
parking area is provided, and such parking area shall not be used for off-street
loading, driveways, access or egress, commercial repair work, display, sale or
storage of goods of any kind.

So, according to the published zoning bylaw, if I buy a McMuffin in the morning, I can park my RV overnight .... there is not limit for the stay.
What in heaven's name is wrong with many people in this city. Miserable, mean spirited, vicious, back stabbing, hateful, and argumentative. Hardly anyone even knows their neighbors anymore. They sit in their own little boxes and become increasingly self centered as the years pass. Few want to be a friend, or have a friend. If they make a friend it has to be cultivated to show some benefit-or it is a waste of time!!
So, some tourists park in a lousy parking lot and sleep. Big bloody deal!!! If a guy slept in his car, would that be O K?? We want to give "freebie" sleeping spaces to visitors, (the homeless are not residents), and pay the full cost, including food along with the shelter, and yet the crying jags over a few motorhomes that cost the taxpayer nothing, and maybe brings a few dollars into the community are discriminated against with a vengeance. Is there not a problem with this scenario??
The R V parks offer nothing but a patch of gravel, accompanied with some mud, and hordes of mosquitos and bugs. Wow, what an enjoyable 10 or 12 hours at a minimum of $25.00 plus tax. Just because someone owns or rents an R V does not mean they are flush with cash. Gas prices are a huge drain on their resources financially. Some of those units probably get about 5 miles to the gallon. Now you go figure!!!! If you get company with an R V, do you say,
Go to an R V park? Nope!!! They park in your driveway-right??? And sleep there. For 3 months of the year, can't we just leave it alone. and those visitors??? By the way-we made the Las Vegas Journal with the Enforcers!!!! Let's make some of the papers with these "pesky tourists" encroaching on parking lots!!! What is this world coming to???

I agree with gypsy's point of view on this.

The real issue is whether we want to kick such people out of this community and simply stop at the next community which welcomes them, or whether we wish to be the ones to welcome them.

Parking lots are generally empty at night. Using them for this purpose at night makes parking lots more efficient and reduces the pressure on further developing a separate piece of property which is filled at night and vacant during the day. Scheduled multi-use reduces urban sprawl.

We have evolved over the last thirty years from the VW bus and home furnished van to these road cruisers. These things are self-sufficient and do not need a special place to park other than a space large enough to accommodate their physical size. They do not need water, washrooms, electricity hookups, etc. In fact, why should they pay money to simply park when they do not want to access facilities provided by RV parks other than the piece of ground?

Businesses change over time. Finding a blacksmith in town is rather difficult these days. As things change, smart business owners become aware of that and either change with the trends and find another unmet service to provide, quit, or go bankrupt trying. That is their choice.
Three very big cheers to gypsy! Couldn't have said it better myself. What the hecks wrong with everyone. Who the heck cares where the tourist's park their RVs at night. They're not camping. They're just overnighting and spending lots of money in town while they're at it too. They should be allowed to park in any of the big box or mall parking lots if the owners allow it. These tourists bring money to our community and we should be thrilled that they stop overnight in PG and spent a few bucks while they were here. Do you want them to come back? Then make them feel welcome while they are here.
How do we know these people spend money here? Isnt the fact that they are in a "free" parking lot mean they are NOT spending money here?? I drove by the casino last night and there were at least 20 motorhomes/fifth wheels, trailers behind the hotel. When did this become Treasure Cove Hotel, Casino and free campground?? I find it disrespectful of any traveler to bypass the many campgrounds to park in a lot for free. Not to mention the eyesore that it creates..tourists are here to spend money..lets get these cheap free loaders out of here and cater to those who really want to spend money...watch out Multiplex parking lot..your next....
One better believe if the tourists are gambling in that Casino they are spending money. The casino lot is a private parking lot. R V's are motor vehicles, pay a licence the same as a car or truck parked on that lot. A motorhome is really no different than a truck and camper. Parking is permitted-no time limit stipulated.
It is a bitter pill for R V campgrounds to swallow-but these are the facts. Many travellers would have no way to get to the casino if they parked in a campground and set up.Many are totally self sufficient. Why do they require a dirty, bug infested campground? Isn't it great they have the best of both worlds??? Free parking and immediate access to entertainment at the casino.
Anyhow, I would suggest that Casino is off limits for castigation. If an alliance has been established with city hall the R V's will continue to park there. At least we are still attracting some tourists!!! Only 20 you say???Pity!!
