Bell Calls for Fairness in Trade

“Fairness in Trade” that was the theme of the message
Provincial Minister of Agriculture, Pat Bell wanted to deliver to a working group session held in Banff.

Bell was Chairing the XVI Tri-National Agricultural Accord working group on Trade Remedies which was attended by reps from six different provinces, 20 different States, and several areas of Mexico.
Bell says the group indicated concensus that current remedies for trade disputes (whether it be agriculture or softwood lumber) clearly don't work. All participants agreed they would press their respective national governments to make change.
Bell says he realizes Canadians may be cynical when it comes to believing any real changes can be made or honoured because of the softwood lumber dispute. That is why he is pressing for more transparency in the process. Bell says right now in the U.S. cases are initially dealt with in a closed door one day hearing. There is no opportunity for cross examination.
The experts who attended the sessions have been instructed to come back with clear recommendations for change. He says the communique to be issued at the end of the conference will be strong. "I think that when the National government's see the communique, they will see there is a strong desire to take some action."
Today’s session comes just weeks after the United States said it would hold off on allowing any older Canadian beef to cross the border. That was a move Bell labeled “protectionist”. (see U.S. Says No to Older Beef, Bell Disappointed)
Bell noted all of the participants feel a certain urgency in coming up with new ways to deal with trade disputes but the clearest message came from one rep from California who said "We are so busy warring amongst ourselves we aren't seeing that other countries are coming in and taking away our trade opportunities."
