Jury Makes 7 Recommendations

The Coroner’s Jury in the Kevin St. Arnaud inquest has completed its deliberations.

The jury has ruled Kevin’s death as a homicide, and made 7 recommendations.

  1. To the RCMP: consider  possible modifications to staffing levels of RCMP officers on weekends, evenings and holiday events
  2. To the RCMP: consider possible  improvements  in training and equipment in regards to communications between  officers involved in an investigative incident
  3. To the RCMP: ensure officers involved investigating incidents properly identify themselves including using  emergency lights where appropriate
  4. To the Liquor Distribution Branch of B.C. :review and  ensure proper  enforcement regarding  sales of alcohol in licensed premises
  5. to the owners and management of the Co- Op Malll in Vanderhoof, ensure all potential access on sites on the roof be secured so as to restrict access by unauthorized individuals
  6. To Rexall Drugs: review and upgrade security  measures in the dispensary  area of the store.
  7. To RCMP in Prince George: ensure as much detail as possible  be provided to officers upon report of an alarm

The Jury  listed the cause of death was gunshots wounds to chest,  the consequence of being shot by and RCMP officer in the line of duty.

Counsel for the family, Cameron Ward says the Family is very disappointed "They  are very disappointed that they were not allowed to make some suggestions about recommendations to the jury before they retired, and one of those would have been that the RCMP not investigate themselves in cases of serious injury or death.  The family  is also very concerned by how long the entire  process took."   It has been  more than two years since Kevin was shot to death.

The family has not yet made a decision as to what the next step, if any, will be.

Stunning! I would have thought the first recommendation would have been that the RCMP not be allowed to investigate itself in matters such as this.
Typical, what a crock of crap.
So, what exactly did that inquest accomplish?
A waste of time and money.
Why were the families not allowed to be heard to make suggestions to the jurors?
Another system that requires an overhaul, and has for decades.
Just another miscarriage of justice.
Is a homicide a different way of saying a "murder?"
No, a homicide is a person's death caused in some way by another person. There is culpable homicide and non-culpable homicide.
With so many alternative methods of force available to them these days, why are we still going straight to deadly force. There are rubber bullets, beanbag guns, tazers, guns that shoot all kinds of non-lethal objects or substances that accomplish exactly the purpose intended, which is apprehension. Why was there no recommendation of restricting deadly force only to a situation that absolutely demands it ?
Oh, so only intentional homicide is murder?
Wish one dictionary would not differ from another.
I suppose shooting 3 killing shots would only constitute a homicide. One shot should have been sufficient, should it not?
It can easily be explained there was actually NO intent by firing 3 shots!
It thereby is explained as a homicide?

A Coroner's ruling of homicide is a classification term for cause of death. It does not determine culpability or not, and it does not determine criminality or not. In other words, they are interested only in what was the cause of death, not whether it was criminal, and not whose fault it was.

In the Criminal Code of Canada, culpable homicide is defined as murder (1st or 2nd degree) and non-culpable homicide is defined as manslaughter.

In any event, the analysis I provided on the other article is likely accurate, and I expect that now that it has turned into a big sh!t-storm, this won't be the end of it.
Furthermore, I recommend Krebbs and Sherametta to write fairy tales when they retire...oops, too late, they've already started.
sue the rcmp and sheremetta for wrongfull death....civilly. You'll get quicker results.
Accidentally??? Didn't the officer lie and say he fell and was laying on his back??? And didn't the other officer say he was standing in combat stance???
It makes me sick! Doesn't sound much like an accident to me.
