Meisner To Blame For Flood?: One Man's Opinion

I have been accused of a lot of things in my life, starting a flood (as Bruce Strachan suggested last week) beats them all.

Bruce, who has a hard time distinguishing fact from fiction, says that Rafe Mair and I were responsible for the collapse of the Kemano two project and had the project been built there would have been no flood.

Last winter we had over 190% of normal snow pack, at the same time, one of Alcan’s generators went down and the water that would normally flow to the Kemano River remained in the dam.

Shortly after, one of the two main power lines from Kemano to Kitimat was taken out by a snow slide that resulted in Alcan being forced to shut down a substantial part of its power plant. The generators must have water passing through them in order to operate. Again, that water could not be diverted through to the Kemano River and remained in the dam.

The only spillway on the Kenny Dam is the Skins Lake spillway which empties into the Nechako.

Alcan entered last winter with a reservoir near capacity. In previous years they had faced a problem of not enough water. Had they released water when they discovered what was happening with the snow pack, they could have repeated what took place in 1997, when they released water in the dead of winter causing ice jams and the flooding of homes in Vanderhoof and Prince George. Those ice jams caused serious erosion along the banks of the river in Miworth.

In that instance they had to pay for the damage, and they didn’t want a repeat performance.

So what do you do with an over abundance of water? You can’t divert it into the Kemano River, you see there is no spillway attached to that facility, nor was there one planned in the Kemano 2 project , which by the way was signed off  by (Golly Gee Wiz)  Bruce Strachan on behalf of the Province of British Columbia in 1987.

The only spillway on the Dam sends water through Vanderhoof.  To their credit, Alcan has been able to try and send the water down at times that the other systems are not high.  Don’t forget, the Nautley River also faced a snow pack of record proportions this year. This year a high snow pack, combined with no ability to send the water through the turbines and into the Kemano created a disaster in waiting.

Before signing off, Bruce also should have insisted that the manufacture of power be tied to the manufacture of aluminum in that community and surrounding communities He did neither. The result is Kitimat finds itself in its death throws because a government failed to provide safe guards.

He talks about the fishery, but fails to mention that the Kemano 2 project would have resulted in a Nechako River one tenth of its former size flowing through this area.

He talks about the Chinook salmon and his, “acceptable level of certainty”, so if there are no fish, is that an “acceptable level”?

The Sockeye and the Sturgeon were not even considered by Strachan. The  BC Utilities Commission was also restricted as to what  it could hear because of the terms of reference. The Sockeye Salmon of the Stewart, worth about $70 million a year to the province and dropping dramatically because of water temperatures on the Nechako, were not addressed by Strachan.

I do not have the ability to create a flood, but Bruce Strachan did when he signed off the agreement in ‘87 effectively giving Alcan a license to sell power without ever putting one single dime into industry in that region. He also had the opportunity to put into the agreement safe guards that called for a spillway on the Kemano to prevent what took place,  he did neither, but somehow has taken the liberty of accusing me and Rafe Mair of being able to create a flood.

I took 15 months off work to ensure that I was at the hearings when ever humanly possible, that testimony fills the box of my truck.

Anyone in Canada, as former Alcan Bill Rich discovered, should come well prepared if they wish to enter into a debate with me over the matter.

I agree with Ben. Strachan is shooting from the LIP as usual. I have not yet been able to completely finish any of his articles.

If Kemano 2 had gone through we wouldnt be worrying about the Cameron St. Bridge because we would be able to walk across the Nechako.

Bruce should go back to his piano.

You are absolutely right Bruce, I did have shares in a subdivision on the Nechako, but
let’s apply a little common sense here. Would it be easier to sell lots along the Nechako if there was never to be a flood (as Bruce suggested had Kemano two gone ahead) or try and sell them by telling people there is always a possibility of a flood.

I appeared before The City Council Of Prince George on five different televised occasions to seek approval for the subdivision and to hand over to the city more than a hectare of land along the river I love so dearly. There was another more than 50 hectares handed over to Natures Trust to guarantee that no politician will ever be able to destroy that section of the river and escarpment.

Does that sound like someone in hiding?

Permit me to inform our readers however Bruce something you missed... You bought a river lot from that same company I was president of, were you trying to protect your investment by trying to ensure there never would be a flood there by increasing its value?

Please don’t wave around the BC Utilities Commission report final findings without first reading the terms of Reference. I spent many an evening with Dr. Larkin pounding back a pint in which he talked of the panel’s inability to go beyond the terms. Its an old trick and you should, as an old cabinet minister, know how it works, set out the terms to your liking and get the result that you want... it’s a bit like the inquest that I attended in Houston all of last week.

You of course didn’t attend all of the hearings because if you had, you would have also head the testimony from leading fishery scientists in the world, like Dr Gordon Hartman who is recognized the world over, Dr Harold Muncie, Don Alderdice, Thomas Gordon Brown, Dr .Cole Sherrill, (who by the way risked being fired from Federal Fisheries where he worked to testify) Bill Schoenberg (another Federal Fisheries scientist who paid the penalty for talking) and a few others who attempted to have a total picture shown of the problems of Kemano two.

Unlike you Bruce, I listened to everyone, not just the pleadings of your friends at Alcan.

Wow, is it just me or does Bruce seem to have an issue with communicating with someone who does not agree with his narrow viewpoint. Come to think of it he sounds alot like Gordo when he doesn't get his way. Lots of chest beating and wild attempts to make his point seem valid. Perhaps this is an indication of the fear that the neo-conservative faction is starting to feel as the pendulum of public opinion starts to swing back to the middle. Thank-you Ben for taking the high road in this issue, Bruce looks pretty childish in his comments. P.S. Ben Almighty, I could sure use a few bucks; the next time your performing miracles, could you rig the looto for me? Oh, ya I forgot someone has beat you to it!

Hey Bruce...does this mean you don't read this site for news? I guess it must be a case of vanity which had you google your own name to see who (if anyone) wrote something about you? By the way, if you stick with this site, you will soon see the "other" guys are always a day or three behind the folks at good old Opinion 250!
I'm with you, Ben. An excellent article. I have never met anyone who has a good word for Bruce and his political past. How he manages to continue continue to receive air time from CBC Radio One on the Bear Pit is beyond my comprehension of common sense. Bruce seems to be overly impressed with his Social Credit history. May he fade into history and out of our memory as soon as possible.
Keep up the good work Ben and Elaine. We need more people like you and far fewer dishonest politicians feeding their greedy desires. I wish Canadians were not so complacent so the facts of our business world activities we given to the public in total honesty. Yes, I know, that is a total pipe dream.......lol!!!!
I Must say that I don't always agree with Ben, but I do know he's a hell of a journalist and always tries to present all sides of the story. This is the first site I go to to get local news.
